INDEX is the acronym for ‘Intergovernmental Data Exchange’. It is an IBBT project aiming at the development of an automated system, which can follow up the totality of processes between several authorities and represent it in a visual, intuitive way. This project has to be seen in the light of ‘administrative simplification’. In this respect it want to give an important contribution by aiming at a better and more integrated intergovernmental cooperation whereby civilians will be confronted with less administrative burdens and obstacles.
Business Process Intelligence (BPI) is a subject area which is becoming growingly important for the business world, for the purpose of enhancing business processes, achieving better results and fulfilling the business targets. Once the business models are defined, it is possible to design enhancing processes for them. In order to have a better understanding of the different tasks, one can use a “workflow tool”, which can also be used to rebuild the existing processes. Though, already at defining the business models for e-government, one has to deal with very complex problems. The aim of INDEX is to investigate in detail a number of these problems and to suggest possible solutions, through which the application of the new insights in the BPI area in an e-governmental context will come a step closer.
The final aim of INDEX consists in the development of an automated system, which can follow up the totality of a process between several administration authorities and represent it in a visualized, intuitive way. Though, to achieve this goal, it is necessary to preliminary make the intergovernmental processes and the exchange of data between several government authorities compliant with each other. INDEX will investigate various problems in respect to this mutual alignment, wishing to present workable solutions for them.
In this respect, the complex Belgian federal state structure offers a perfect testing environment for examining the problems and testing out solutions. For the purpose of INDEX, representatives of government authorities and university research groups will closely work together. Amongst the latter are to be considered three research groups, involved in expertise in process follow up (EDM), information security (COSIC) and regulation (ICRI).
