The encompassing objective of the IBBT (www.ibbt.be) sponsored GeoBIPS project is to specify, design and build a demonstrator of a mobile crisis management system that provides a real-time overview of a disaster area for an emergency service, in this case a Fire Service. It collects, processes, distributes and displays both static and dynamic information on top of a Geographical Information System (GIS), using mobile and wireless broadband technology.
It is conceived along an innovative system architecture both at the application and at the network level.
In brief, the overall goal of this project is to specify, design and build a demonstrator of a system that collects, processes, displays and distributes static and dynamic information on top of a Geographical Information System (GIS). This needs to be achieved using wireless broadband technology with an application that provides a real-time overview of the disaster area for a fire service. Starting from a GIS, GeoBIPS will investigate how extra layers of static, but more importantly, layers of dynamic information can be added to the existing GIS data.
In order to allow the widest range of application solutions, this will be developed as open as possible, in other words, independent of the underlaying GIS system.
Crisis management is ‘the art’ of managing disasters, for example a major fire in
industrial or chemical environments.
The major challenge is typically to provide the authorities and emergency services, who need to manage and ‘control’ the calamity, with succinct and accurate real-time information. Ideally all the required information would be managed through a crisis management system. Such system would, on top of all the static data, also process the dynamic data collected on-scene and present the derived information to the crisis manager(s) on top of the relevant geographical information.
Ultimately the system should allow the intervention leader to make faster and more
informed decisions about managing crisis situations.
