This instrument will be used for both pre- and post-launch evaluation of e-government applications (supply side), based on the study of needs and expectations of citizens and businesses (demand side).
At the demand side
Interests, needs and access/delivery preferences of citizens and businesses will be mapped out:
- ICT literacy, skills and competences;
- Preferred usage of ICT;
- Perceptions of the performance of e-government services.
At the supply side
An evaluation and recommendation framework will be developed:
- In the post-launch phase, this instrument will scan existing e-gov applications, based on KPI measurement (Key Performance Indicators);
- In the pre-launch phase, a model for process improvement of e-gov applications will be worked out.
